Ans: No. The Tenant to Tenant Migration software won’t proceed until your user account has licences assigned. When you authenticate the source account, it displays the details of the accounts with assigned and non-assigned licences. User mailboxes with licences assigned will only be able to secure their Mailbox data in PST or another tenant and Teams, SharePoint and OneDrive to other accounts.

Ans: SysInfo doesn’t create users or assign licences. This task must already be performed beforehand in the target tenant so that the software directly maps them when migrating Microsoft 365 accounts. Ensure that the destination mailboxes are provisioned and licenced before you begin copying the mailbox data.
